Police Incident Report for April 17 to June 4
The Valley Courier publishes a Police Incident Report to inform residents of incidents, criminal activities, and police responses occurring in the towns of Essex, Deep River, and Chester. As those charged are presumed innocent until proven guilty, the report does not include names. It may be edited for space and content.
Essex
Friday, April 5 to Thursday, April 11

• A 24 year-old Higganum woman was issued a citation at 9:11 p.m. for failure to drive right. She lost control of the 2006 Dodge Stratus SXT she was operating northbound on Route 154 just south of Route 9 and struck a utility pole located on the west side of the roadway. The vehicle was towed from the scene. Neither the driver nor her 46 year-old female passenger was injured in the crash. They refused medical attention at the scene.

• A 28 year-old Westbrook woman was issued a written warning at 5:18 p.m. for making an improper turn. She was operating a 2005 Honda Civic DX northbound on Route 153 when she turned left onto Westbrook Road and into the right of way path of a 2012 Chevrolet Sonic operated by a 60 year-old Chester man. No injuries were reported or observed, but the at-fault driver was very upset and was transported via emergency medical services to an area clinic for evaluation. The driver and juvenile passengers of the struck vehicle were transported to an area clinic for medical evaluation.

• A 32 year-old Meriden man was issued a citation at 6:25 a.m. for failure to maintain the proper lane of a multiple-lane highway. He was operating a 2019 RAM 1500 Big Horn when he veered off the roadway and struck a wire-rope guardrail. No injuries were reported or observed.
Thursday, April 18
No arrests were made.
• A 48 year-old Norwich man was issued a written warning at 7:52 a.m. for failure to maintain a reasonable distance apart. He was operating a 2004 Hyundai Santa Fe westbound on Saybrook Road when he struck the rear end of a 2012 Subaru Impreza operated by a 27 year-old Groton man who was stopped for traffic. No injuries were reported or observed.

Sunday, April 21
• A 45 year-old man of South Winds Drive was arrested at 7:47 a.m. and charged with criminal mischief in the third degree and breach of peace in the second degree following a disturbance. The accused refused to leave the complainant’s residence upon request and caused minor damage at the scene. He was processed and held in lieu of a $10,000 surety bond and arraigned in Middletown Superior Court on the same day of arrest. The victim was a 64 year-old.
• A 45 year-old Wallingford man was issued a misdemeanor summons at 3:37 a.m. for evading responsibility in the operation of a motor vehicle (fleeing the scene of an accident) and failure to drive right. He was operating a 2002 GMC Envoy when he lost control of the vehicle, swerved, rolled the vehicle over and struck a concrete barrier. The vehicle was unoccupied when police arrived at the crash site and the operator of the vehicle was not found until an hour later. The operator sustained minor injuries in the crash.

• A 40 year-old Ivoryton man was arrested at 7:35 p.m. and charged with disorderly conduct following a violent altercation on Highland Terrace. He was processed on a $1,500 surety bond.

• A 31 year-old Middletown man was operating a 2016 Ford Interceptor (a police vehicle) southbound on the Route 9 exit 3 off-ramp with emergency lights engaged while responding to an active disturbance. He failed to stop at the stop sign at the intersection of the off-ramp and Main Street (Route 154) and collided with a 2005 Toyota Scion operated by a 33 year-old of Main Street in Ivoryton. Both vehicles sustained significant damage. The at-fault operator of the police vehicle was transported to the Middlesex Hospital Shoreline Medical Center in Westbrook for evaluation. The operator of the Toyota refused medical attention. No enforcement action against the operator of the police vehicle was indicated in the police press report.

Friday, May 10
• A 72 year-old man of Nott Lane was arrested at 1:40 p.m. and charged with criminal mischief in the fourth degree and breach of peace in the second degree following a dispute at Essex Village that resulted in a vehicle being damaged by the accused.
Saturday, May 11
No arrests were made.
• A 65 year-old West Hartford man was issued a citation at 10:01 a.m. for failure to maintain a reasonable distance apart. He was operating a 2005 Ford Taurus SE when he struck the rear of a 2014 Toyota Corolla Eco operated by a 57 year-old woman of Rosemont Drive in Deep River. No one was injured in the crash.

• A disturbance Essex Boat Club, 146 River Road, was investigated at 4:59 p.m. A male caused a scene. The case was left open for further investigation.

Wednesday, May 29
• A 21 year-old man of Main Street in Centerbrook was arrested at 10:19 p.m. and charged with harassment in the first degree and threatening in the second degree. He was processed and held on a $75,000 surety bond he was unable to post and arraigned on the following day. The victim was a 19 year-old.

• A 23 year-old North Haven man was issued a citation at 12:10 p.m. for unsafe backing.

• A 23 year-old Westbrook man was arrested at 12:37 a.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs and failure to reduce speed or move over for an emergency vehicle with engaged lights and siren.

Friday, April 5
• A 35 year-old man of Village Street was arrested at 9:01 p.m. and charged with assault in the third degree and disorderly conduct. The alleged victims in the incident were a 28 year-old woman of the same residence and a 57 year-old Clinton man.

• A 75 year-old woman of Crescent Street was issued a written warning at 5:15 p.m. for unsafe backing. She was operating a 2008 Toyota Highlander in reverse from a private driveway onto Prospect Hill Road when she struck a parked and unoccupied 2012 Toyota Camry. No one was injured in the crash.

• A 60 year-old Chester woman was operating a 2015 Hyundai Accent behind a pick-up truck that was hauling a trailer when debris fell from the trailer and struck her vehicle causing minor damage. The truck and the trailer were not identified. No one was injured.

• A 77 year-old Essex man was issued a citation at 1:58 p.m. for failure to drive right. He was operating a 2014 Ford Fusion Titanium AWD on Book Hill Road near Long Hill Road when he drifted off the right shoulder and struck CL&P pole #1128 cracking it at the base. An 85 year-old male passenger, also of Essex, was transported to the Middlesex Hospital Shoreline Medical Clinic in Westbrook as a precaution due to airbag deployment. The driver was not injured.

• A 45 year-old man of Winter Avenue was arrested at 12:54 p.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs. He was processed on a $5,000 surety bond.

• A 58 year-old Wethersfield man was issued a citation at 7:39 p.m. for failure to secure a load. A cooler fell out of the boat he was towing and a vehicle following him struck that cooler.

• A 44 year-old Essex woman was issued a citation at 5:01 p.m. for failure to grant right of way. She was operating a 2014 Kia Forte southbound on Route 154 after having left the Liberty Bank parking lot and struck the rear bumper of a 2003 Volkswagen Jetta operated by a 20 year-old man of Rattling Valley Road. No one was injured in the crash.

Friday, April 5

• A 52 year-old Moodus man was issued a citation at 2:58 p.m. for failure to maintain a reasonable distance apart. He was operating a 2005 Volvo S60 northbound of Route 154 near Railroad Avenue when he struck the rear end of a 2017 GMC Acadia SR-2 operated by a 54 year-old Centerbrook woman. No one was injured in crash and both vehicles were drive from the scene.

• A 23 year-old Glastonbury man was arrested at 12:16 a.m. and charged with operating a motor vehicle while under the influence of alcohol of drugs and failure to obey a stop sign.
• A one-vehicle crash was investigated on Railroad Avenue at 2:35 p.m. A 53 year-old man of Railroad Avenue was operating a 2007 Chevrolet Silverado 5200 eastbound on Railroad Avenue when he was forced to swerve to avoid a deer in the roadway, exited the roadway, and struck a tree. No one was injured in the crash and no enforcement action was taken against the driver.

• A 43 year-old Waterbury man was arrested at 4:50 p.m. and charged with larceny in the third degree, operating a motor vehicle while under license or registration suspension, and failure to maintain the proper lane of a multiple lane highway.

• A 72 year-old man of Middlesex Avenue was operating 2 2008 Audi A6 Quattro AWD in a westerly direction in the Laurel Hill Cemetery parking lot when he struck a metal pole near the entrance/exit of the parking lot. The driver was not injured and no enforcement action was taken against him.

• A burglary was investigated at Mobil Mart located at 201 Middlesex Avenue. An unknown individual(s) gained access to the store by smashing the front plate glass door. The following items were stolen: 30 packs of Leap vape pens, 10 Leap vape cartridges, 10 Alto vape menthol kits, one carton of L&M cigarettes, and a display containing assorted phone accessories. Total retail value of the stolen items was estimated at $1,730. An empty cash register valued at $5,000 was also stolen. The damage to the front door was values at $1,000. The burglary occurred between 11 p.m. on April 29 and 3:42 a.m. on April 30. Camera video footage could not be viewed at the time of the initial investigation so there were no suspects or vehicle descriptions. The case was listed as active pending further investigation.

• A report of a road rage incident was investigated at 9:39 p.m. The complainant reported that the operator of a white motorcycle with black trim followed him on Route 154 and then punched his driver side mirror. He was then followed a second time by the motorcycle operator while traveling southbound on Route 154. The complainant observed a trooper and pulled over to report the incident to the trooper. The motorcycle operator continued southbound on Route 154 and failed to stop. The complainant was unable to see the marker plate or any distinguishing marks. • A 23 year-old Haddam man was issued a misdemeanor summons at 11:47 p.m. for evading responsibility in the operation of a motor vehicle (fleeing the scene of an accident in which there was property damage or bodily injury), traveling unreasonably fast, and failure to drive upon the right following a one-vehicle crash on Maple Street.

• A 36 year-old Hartford man was arrested at 7:23 p.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs, failure to reduce speed or move over for an emergency vehicle with engaged lights and siren, and operating a motor vehicle without a driver’s license.
