The Valley Courier publishes a Police Incident Report to inform residents of incidents, criminal activities, and police responses occurring in the towns of Essex, Deep River, and Chester. As those charged are presumed innocent until proven guilty, the report does not include names. It may be edited for space and content.

Monday, Oct. 15
• A 38 year-old man of Westbrook Road (within the 100 block) was arrested at 12:52 a.m. on a warrant charging him with unlawful restraint in the second degree and sexual assault in the fourth degree (sexual contact without consent). He was processed on a $50,000 surety job. He could not post bond and was transported to the State of Connecticut Correctional Institution pending presentation in New London Superior Court on Oct. 16.

• A 43 year-old Madison man was issued a citation at 12:04 p.m. for improper driving. He was operating a 2016 Ford E450 Super Duty on Pratt Street when he struck the mirror of a parked 2007 GMC Yukon owned by a 38 year-old New London woman. No one was injured in the crash.

• A 39 year-old Colchester woman was issued a citation at 1:01 p.m. for making an improper turn. She was operating a 2015 Lexus ES 350 eastbound on West Avenue when she struck a 2004 Toyota Corolla operated by a 66 year-old woman of Main Street in Centerbrook. No one was injured in the crash.
• A 22 year-old Clinton man was issued a citation at 4:01 p.m. for failure to maintain a reasonable distance apart and operating a motor vehicle without a driver’s license. He was operating a 2009 Mitsubishi Lancer eastbound on Main Street in Centerbrook when he struck the rear of a 2010 Toyota Rav4 Limited that was operated by a 35 year-old Chester woman who had slowed to make a right turn into a private parking lot near Route 154. No one was injured in the crash.

• A 40 year-old Rocky Hill woman was issued a citation at 8:02 a.m. for unsafe backing. She was operating a 2014 GMC Acadia Denali out of a driveway onto Saybrook Road when she struck the side of a 2015 Lexus Rx 350 operated by a 72 year-old Windsor man who was traveling southbound on Saybrook Road. No one was injured in the crash.

Wednesday, Nov. 14
• A 66 year-old North Branford woman was arrested at 11:15 a.m. and charged with larceny in the first degree, fraudulent use of an automatic teller machine, illegal use of a payment card, and forgery in the second degree. She was processed and released after posting a $25,000 surety bond.

• A 29 year-old Hartford man was issued a citation at 6:05 p.m. for traveling too fast for conditions. He was operating a 2018 Freightliner CA12 when he lost control in heavy snow, rotated 180 degrees, slid off the roadway, smashed through a wire-rope guardrail, and ran down an embankment. The driver was not injured.

• A 56 year-old man of Navy Lane was issued a citation at 7:18 a.m. for traveling too fast for conditions. He was operating a 1999 Ford Ranger southbound on Westbrook Road when he lost control in slush, crossed over into the northbound lane, and collided with a 2004 Toyota operated by a 34 year-old Westbrook man. The operator of the Toyota was treated medically at the scene but refused medical transport. The at-fault operator was transported to the Middlesex Hospital Shoreline Medical Clinic for treatment of non-life-threatening injuries sustained in the crash.

• A 26 year-old Old Lyme woman was issued a citation at 1:54 a.m. for failure to maintain the proper lane of a multiple-lane highway. She was operating a 2011 Nissan Sentra when she lost control of the vehicle while oversteering to avoid another vehicle and struck a metal-beam guardrail. No one was injured in the crash.

• A 23 year-old woman of unrecorded address was issued a citation for possession of less than one-half ounce of cannabis at 10:12 p.m. She attempted to drive through a State Police spot check located on Route 153 the night of Nov. 23 when she was found with the cannabis on her person.

• A 68 year-old Clinton man was issued a written warning at 9:37 a.m. for failure to obey a control signal. He was operating a 2018 Nissan Rogue SUV eastbound of Plains Road when he drove through the red light and collided with a 2018 Nissan Altima operated by a 57 year-old woman of Saybrook Road. No one was injured in the crash.

• A 55 year-old Stonington woman was issued a citation at 2:20 p.m. for failure to maintain the proper lane of a multiple lane highway. She was operating a 2016 Toyota Highlander Hybrid LTD eastbound on Main Street around a curve when she went off the roadway to the right and struck a metal street sign post. The operator stated that she was not on her cell phone and was not otherwise distracted and she was not sure why she drifted out of the lane and into the shoulder. No one was injured in the crash.

• A 35 year-old Centerbrook woman was issued a written warning for unsafe backing. She was operating a 2014 Nissan Rogue on Plains Road when she backed up and struck a 2014 Chevrolet Cruze operated by a 51 year-old Essex man. No one was injured in the crash.
• A 76 year-old Chester woman was issued a citation at 3:21 p.m. for failure to grant right of way at an intersection. She was operating a 2014 Honda Civic LX from Veterans Memorial Lane onto Elm Street when she failed to yield to a 2007 Audi A4 operated by a 46 year-old Deep River man. No one was injured in the crash.

• A 17 year-old Danbury boy was issued a citation at 5:30 p.m. for failure to maintain the proper lane of a multiple lane highway. He was operating a 2009 Honda Civic EX when he drifted from the travel lane and struck a wire-rope guardrail. He was transported to Middlesex Hospital for evaluation and treatment of suspected injuries.

• A 28 year-old Clinton woman was issued a citation at 11:28 p.m. for failure to maintain the proper lane of a multiple lane highway. She was operating a 2000 Honda Accord EX southbound on Cedar Lake Drive near #302 when she failed to stay in her lane, crossed into the northbound lane, drove down an embankment, and struck a tree along the edge of the woods. The operator, who was the sole occupant of the vehicle, sustained minor injuries in the crash but refused medical attention at the scene.
• Troopers investigated a report of threatening comments made by one person at a Winthrop Road location to another staff member. The alleged victim of the comments was a 33 year-old Berlin woman. The case was still under investigation at press time.

• A 37 year-old man of Maple Avenue was issued a misdemeanor summons at 1:46 p.m. for operating a motor vehicle while under license or registration suspension and failure to maintain the proper lane of a multiple lane highway. He was operating a 1988 GMC C3500 westbound on Warsaw Street when he suddenly lost control of the vehicle, veered off the roadway, and struck a metal-beam guardrail. The collision damaged 50 feet of guardrail. The operator, the sole occupant of the vehicle, sustained minor injuries in the crash and was transported by ambulance to Yale New Haven Hospital for evaluation and treatment.

• A two-vehicle crash was investigated in front of Cumberland Farms on Main Street at 11:31 a.m. A 37 year-old man of Warsaw Street was operating a 2006 Toyota Scion from Main Street southbound into the Cumberland Farms parking lot. He was struck on the driver’s side wheel well by a 2012 Subaru Outback 2.5i Limited operated by a 68 year-old woman of Scenic View Drive who did not see the Toyota. No enforcement action was indicated in the report. No one was injured in the crash and both vehicles were driven from the scene.
• A Waterford man of unrecorded age was issued a citation at 6:11 p.m. for failure to grant right of way and operating a motor vehicle without a driver’s license. He was operating a 2006 Volkswagen Passat when he pulled out of a parallel parking stall in front of 155 Main Street and was struck by a 2010 Mercedes Benz C300 operated by a 61 year-old Old Saybrook woman. The Mercedes was towed due to bumper cover detachment. No one was injured in the crash.

• A 22 year-old Madison man was arrested at 8:01 a.m. on a warrant charging him with burglary in the third degree, criminal mischief in the third degree, and larceny in the third degree. He was processed on a $20,000 surety bond.

Monday, Nov. 12
• A 40 year-old Guilford woman was arrested at 4:32 p.m. on a warrant charging her with disorderly conduct and threatening in the second degree. The accused had recurring issues with her co-workers: arriving to work late, leaving work early, improperly completing her time sheet (adding two hours to her shift), talking on her cell phone constantly including when driving clients, and driving the wrong way down one-way streets. When confronted about her violations of company policies the accused threatened to kill one of her co-workers (a 33 year-old Berlin woman) and her unborn fetus. Trooper presence was requested when the employment of the accused was terminated. The facts of the case led to her arrest. She was released on a written promise to appear in Middletown Superior Court on Nov. 28.

• A single-vehicle crash was investigated on Winthrop Road at 3:41 a.m. A 19 year-old Chester woman was operating a 2014 Subaru Impreza westbound on Route 80 when she lost control of the vehicle while navigating a turn, rolled over, and struck SNET pole #479. The pole was snapped from its base. The operator was able to crawl out of the vehicle and walk to 256 Winthrop Road to use the phone to call 911. The operator was transported by Deep River Ambulance to the Middlesex Hospital Shoreline Medical Center in Westbrook for treatment of a minor leg injury sustained in the crash and further medical evaluation. No charges against the driver were noted in the police press report.

• A 24 year-old Chester woman was issued a citation at 6:37 p.m. for traveling too fast for conditions. She was operating a 2011 BMW 535xi westbound on River Street when she lost control of the vehicle in heavy snow conditions and struck Eversource utility pole #64. The pole broke at the base. No one was injured in the crash.

• A 28 year-old man of Providence, Rhode Island was issued a citation at 10:28 a.m. for traveling too fast for conditions. He was operating a 2002 Freightliner truck eastbound on Rattling Valley Road when he veered to the right and struck a culvert, causing damage to a storm drain pipe. No one was injured in the crash.

• A 49 year-old man of Lobb Lane was arrested at 1:28 a.m. and charged with evading responsibility in the operation of a motor vehicle (fleeing the scene of an accident). He was operating a 2017 Ford Explorer Sport southbound on Essex Street when he lost control of the vehicle, went off the roadway, and struck a wood-post guardrail.
• A 57 year-old Chester man was issued a verbal warning at 6:46 a.m. for traveling too fast for conditions. He was operating a 2004 Chevrolet Trailblazer southbound on Route 154 near Rattling Valley Road when the vehicle slid on black ice and struck a metal-beam guardrail located on the right shoulder. The operator stated that he was uninjured and refused medical attention at the scene.

• A burglary was investigated at Deep River Market, 384 Main Street, at 6:24 a.m. A white male with short dark hair gained entry through the front door using a claw hammer type tool, which he pulled out of a white cloth bag. He was wearing dark pants, a dark hooded sweatshirt, and athletic high shoes with white soles. He stole approximately $6,000 in cash from a metal lock box that was stored under the counter. He exited the property at 2:51 a.m. with a metal cash register that contained $500 and the white cloth bag containing the claw hammer. It appeared as if the man was dropped off and picked up by someone operating a small dark pickup truck.

• A 46 year-old woman of Westbrook Road was issued a citation at 1:50 p.m. for unsafe operation of a motor vehicle from a stopped or standing position. She was operating a 2001 Toyota Camry out of a parking lot of Adams Plaza when she collided with a 2005 Chevrolet Malibu Maxx operated by a 78 year-old Cromwell woman who was traveling northbound on Main Street. No one was injured in the crash.

• An 18 year-old woman of Hazen Street was issued a citation at 5:24 p.m. for making an unsafe movement from a stopped or standing position. He was operating a 2006 Nissan Altima when he struck the rear of a 2017 BMW R1200 motorcycle operated by a 48 year-old Guilford man who was stopped at the intersection of Route 145 and West Main Street.

• A 49 year-old Moodus man was issued a citation at 4:17 p.m. for failure to maintain a reasonable distance apart. He was operating a 2006 Toyota Corolla northbound on Winthrop Road when he struck the rear of a 2007 Mazda MX-5 Miata operated by a 61 year-old woman of Winthrop Road. Both vehicles were driven from the scene and no one was injured in the crash.

• A 74 year-old man of Wig Hill Road was issued a warning at noon for failure to yield right of way to a vehicle at an intersection. He was operating a 2009 GMC Sierra K1500 eastbound on West Main Street (Route 148) when he entered the Main Street intersection in an attempt to turn right onto Main Street when he collided with a 2017 Toyota Corolla operated by a 38 year-old Moodus woman who was already in the intersection. No one was injured in the crash.

• A 50 year-old Moodus man was issued a warning at 9:39 a.m. for failure to maintain the proper lane of a multiple lane highway. He was operating a 2001 Chevrolet Silverado K1500 southbound on Middlesex Avenue near #295 when he spilled his coffee container inside his vehicle and attempted to catch it. He drifted off the right side of the roadway and struck two large garbage containers. The vehicle sustained minor front end and right side damage. No one was injured in the crash.

• A motor vehicle crash was investigated at 76 Main Street near Maple Street at 10:36 a.m. During the overnight hours, an unknown driver backed into a 2008 Nissan Sentra owned by a 75 year-old woman. The Nissan sustained moderate damage to the left side and left rear tail light. The at-fault driver was wanted for evading the scene of an accident. Anyone with information about this crash is asked to contact Trooper Matthew Ward at 860-399-2111.

• A 23 year-old woman was operating a 2001 Hyundai Elantra northbound on Middlesex Avenue when she was unable to stop in time and struck the rear of a 2008 Nissan Altima operated by a 22 year-old East Haven woman who had slowed to turn left into the driveway of #97. No one was injured in the crash and no enforcement action was indicated in the police press report.
