Police Incident Report for Feb. 28 to March 13
The Harbor News publishes a Police Incident Report to inform residents of incidents, criminal activities, and police responses occurring in the towns of Clinton, Westbrook, and Old Saybrook. As those charged are presumed innocent until proven guilty, the report does not include names. It may be edited for space and content.
Clinton
Wednesday, Feb. 28
No arrests were made.
• Threatening was investigated on Killingworth Turnpike at 10:56 a.m.
• A juvenile matter was investigated on Fairy Dell Road at 1:18 p.m.
• A larceny was investigated at 71 Killingworth Turnpike at 3:29 p.m.
• A motor vehicle crash without injuries was investigated in front of 145 East Main Street at 4:02 p.m.
Thursday, March 1
• A 34 year-old New Haven man was arrested at 5:45 p.m. and charged with larceny in the sixth degree.
• A 28 year-old man of West Main Street was issued a misdemeanor summons at 7:57 a.m. for operating a motor vehicle without insurance, failure to renew registration, improper use of marker plate, and operating a motor vehicle without a driver’s license.
• Juvenile issues were investigated on the 100 block of West Main Street at 1:19 p.m.
• A burglary was investigated at 48 Cow Hill Road at 2:13 p.m.
• A larceny was investigated at 223 East Main Street at 3:28 p.m.
• A larceny was investigated at 31 Grove Street at 4:39 p.m.
• A shoplifting incident was investigated at 20 Killingworth Turnpike at 5:13 p.m. Two men and two women, all of New Haven, were reported stealing items from a retail store.
Friday, March 2
No arrests were made.
• A juvenile complaint was investigated at 10:12 a.m. A school principal contacted police after discovering disturbing images on the Instagram account of a student. The images were photographs of knives and four stock photos of firearms. Police spoke with the student, who downloaded the photos from Google because of an interest in firearms. Police found no probable cause to make an arrest.
• A sexual assault was investigated on the 100 block of East Main Street at 3:31 p.m.
Saturday, March 3
No arrests were made.
• Harassment was investigated on the 100 block of Harbor Parkway at 10:22 p.m.
• Harassment was investigated on Old Post Road at 11:06 p.m.
Sunday, March 4
No arrests were made.
• Violation of a restraining order was investigated on Grove Street at 2:35 p.m.
• A report of an overdose was investigated the 100 block of West Main Street at 7:10 p.m. A young male took pills that made him restless and became agitated because he could not leave the house.
Monday, March 5
No arrests were made.
• A 53 year-old Higganum woman was issued a misdemeanor summons at 6:47 p.m. for operating a motor vehicle without insurance, operating an unregistered motor vehicle, improper use of a marker-plate, and having an improper muffler.
• A neighbor dispute was investigated on Cedar Island Avenue at 4:31 p.m. Two men in their 50s have a three-year history of neighbor disputes. One neighbor was allegedly leaning his trash cans against the complainant’s fence. Police advised the accused to keep the cans off the fence. The ongoing dispute began over the installation of the fence. The accused also allegedly screamed at the complainant, “calling him a loser and all types of vulgar language,” the police press report stated.

• A 21 year-old man of Walnut Hill Road was arrested at 1 a.m. and charged with larceny in the fifth degree.
• A juvenile issue was investigated on Killingworth Turnpike at 9:22 a.m.

• A 25 year-old Bridgeport man was arrested at 9:20 p.m. and charged with larceny in the sixth degree following a shoplifting incident at 20 Killingworth Turnpike.
Friday, March 9
• A 41 year-old woman of Wakefield, Rhode Island was arrested at 7:20 p.m. and charged with possession of greater than one-half ounce of a cannabis-type substance, use or possession of drug paraphernalia containing less than one-half ounce of a cannabis-type substance, and additional related drug charges.
• A 36 year-old Derby man was arrested at 7:46 p.m. and charged with burglary in the third degree, criminal mischief in the second degree, and larceny in the sixth degree.
Saturday, March 10
• A 59 year-old North Branford man was arrested at 7:46 p.m. and charged with possession of drugs with intent to sell or distribute and possession of greater than one-half ounce of a cannabis-type substance.
• A 43 year-old Milford man was issued a misdemeanor summons at 7:46 p.m. for operating a motor vehicle without insurance, failure to renew registration, and improper use of marker plate.
Sunday, March 11
• A 19 year-old man of Maplewood Drive was arrested at 7:10 p.m. and charged with possession of alcoholic beverage by a minor on a public street or highway, possession of greater than one-half ounce of a cannabis-type substance, and possession of less than one-half ounce of a cannabis-type substance following an investigation on Cow Hill Road.
Monday, March 12
• A 25 year-old West Haven man was arrested at 12:30 a.m. and charged with driving while under the influence of alcohol or drugs and failure to maintain the proper lane of multiple lane highway.
• A 32 year-old man of Middle Village, New York was arrested at 6 p.m. and charged with interfering with an officer/resisting arrest and conspiracy to commit an unspecified misdemeanor.
• A 24 year-old woman of Queens, New York was arrested at 6 p.m. and charged with illegal possession of a shoplifting device, interfering with an officer/resisting arrest, and conspiracy to commit larceny following a shoplifting incident at 20A Killingworth Turnpike.
• A 36 year-old man of Founders Road was arrested at 1:15 p.m. and charged with disorderly conduct.
• A 23 year-old man of Staten Island, New York was arrested at 6 p.m. and charged with illegal possession of a shoplifting device, criminal attempt to commit larceny in the sixth degree, conspiracy to commit larceny, and possession of less than one-half ounce of a cannabis-type substance following a shoplifting incident at 20 Killingworth Turnpike.

• A 28 year-old Branford man was arrested at 2:33 a.m. and charged with larceny in the second degree, illegal use of a firearm, operating a motor vehicle while under license or registration suspension, and use or possession of drug paraphernalia.

• A 43 year-old Norwalk woman was arrested at 8:41 p.m. and charged with driving while under the influence of alcohol or drugs, reckless driving, and operating a motor vehicle without insurance.

• A 23 year-old New London woman was arrested at 3:27 a.m. and charged with driving while under the influence of alcohol or drugs, speeding, failure to maintain the proper lane of a multiple lane highway, and operating a motor vehicle without a driver’s license.
• A 38 year-old Middletown man was arrested at 1:06 p.m. and charged with two counts of conducting home improvement services without certification or providing refund documentation to customers.
• A 63 year-old Clinton woman was arrested at 10:33 p.m. following a motor vehicle stop on Boston Post Road and charged with driving while under the influence of alcohol or drugs (third time arrested for this offense on two prior convictions), operating a motor vehicle without an ignition device as required by court order, interfering with an officer, and failure to maintain the proper lane of a multiple lane highway. She was processed on a $10,000 surety bond.
• State police worked with the Pittman Ohio Police Department to confirm that a firearm that was recently located in that town was stolen from a person in Connecticut in 1977.
Sunday, March 4
• A 45 year-old Lyme man was arrested at 5:45 p.m. and charged with larceny in the fifth degree, credit card theft, identity theft in the third degree, three counts of forgery in the third degree, and 11 counts of larceny in the sixth degree.
• A 37 year-old Meriden man was arrested at 8:36 p.m. and charged with burglary in the first degree, disorderly conduct, harassment in the second degree, criminal violation of restraining order, and assault in the third degree. He was processed on a $150,000 surety bond.
• A 42 year-old man of Bronx, New York was arrested at 10:33 p.m. and charged with driving while under the influence of alcohol or drugs, failure to maintain the proper lane of a multiple lane highway, and possession of greater that one-half ounce of a cannabis-type substance.

• A 23 year-old Rhode Island man was arrested at 7:09 p.m. and charged with reckless driving, operating a motor vehicle without insurance, operating a unregistered motor vehicle, improper use of marker plate, and operating a motor vehicle without a driver’s license.

• A 23 year-old Bridgeport man was arrested at 1:32 a.m. and charged with violation of probation/conditional discharge.

• A 76 year-old man of Goodrich Avenue was issued a written warning at 8:02 a.m. for unsafe backing and failure to have a sideview mirror. He was reversing a 1995 GMC Jimmy out of a legal parking space on the side of Salt Island Road when he struck the front fender of a Ford F350. The warned driver stated that he did not see the truck behind him. The road surface was snow covered. No injuries were reported or observed.
Friday, March 9
• A 41 year-old Guilford man was arrested at 10:52 a.m. and charged with larceny in the third degree. The accused allegedly stole an outboard boat motor from Atlantic Outboard located at 475 Boston Post Road. The accused was an employee at the company and the owner reported the theft, stating that he found the motor in the back of the employee’s pick-up truck. The accused was processed and released on a $2,500 non-surety bond.
• A 56 year-old East Lyme man was arrested at 6:51 p.m. and charged with breach of peace in the second degree and threatening in the second degree. He allegedly sent threatening text messages to a co-worker.
Saturday, March 10
• A 33 year-old man of Horse Hill Road was arrested at 8:44 a.m. and charged with violation of a protective order. During a routine patrol check, the accused was found in a motor vehicle that was parked in the Exit 64 commuter lot, and he was found in the presence of a protected party with whom he was to have no contact. He was processed on a $15,000 surety bond.
• A 31 year-old Haddam woman was arrested at 2:31 p.m. and charged with criminal attempt to commit larceny in the third degree, issuing a bad check for between $500 and $1,000, identity theft in the third degree, and criminal impersonation. She was processed on a $15,000 surety bond.
• A 30 year-old Unionville man was arrested at 3:15 p.m. and charged with harassment in the first degree. He was processed on a $15,000 surety bond.
Sunday, March 11
• A 55 year-old Boston man was arrested at 12:26 a.m. and charged with disorderly conduct, assault in the third degree, and reckless endangerment in the second degree for an incident that occurred locally. He was processed on a $10,000 surety bond.

• A 36 year-old man of Wangum Road was arrested at 8:17 p.m. and charged with interfering with an officer/resisting arrest and disorderly conduct. He was processed on a $5,000 bond.

• A 54 year-old Deep River woman was issued a misdemeanor summons at 11:11 a.m. for operating a motor vehicle while under license or registration suspension following a motor vehicle stop on Elm Street.

• An 18 year-old Old Lyme man was issued a citation at 10:29 p.m. for possession of less than one-half ounce of a cannabis-type substance following an investigation of Mill Rock Road East at Research Parkway.

• A 30 year-old New Haven man was arrested at 12:33 a.m. and charged with driving while under the influence of alcohol or drugs, possession of narcotics, use or possession of drug paraphernalia, illegal possession of narcotics near a school, possession of less than one-half ounce of a cannabis-type substance, and unsafe backing.
• A 17 year-old was issued a citation at 9:10 p.m. for traveling unreasonably fast and possession of an electronic smoking device following a motor vehicle stop on Main Street at Dudley Road.

• A 51 year-old man of Ingham Hill Road was arrested at 10:20 a.m. and charged with driving while under the influence of alcohol or drugs.
Tuesday, March 6
• A 17 year-old was arrested at 5:58 p.m. and charged with illegally obtaining a prescription drug and possession of drug paraphernalia. The juvenile was also issued a citation for traveling unreasonably fast, violation of passenger restrictions imposed on a 16 or 17 year-old driver, and possession of a nicotine delivery system following a motor vehicle stop on Fairview Avenue at Maynard Circle.
• A 15 year-old was arrested at 10:55 p.m. and charged with disorderly conduct, assault in the third degree, and unlawful restraint in the second degree.

• A 15 year-old juvenile was arrested at 5:14 p.m. and charged with possession of tobacco under the age of 18. The juvenile was processed and released to the custody of a grandparent. The juvenile was deferred to the Juvenile Diversion Board.

From Feb. 28 to March 13, Old Saybrook police issued nine citations to motorists for operating an unregistered motor vehicle and four citations for traveling unreasonably fast. One citation was issued for each of the following: failure to maintain a reasonable distance apart, failure to renew registration, making an improper U-turn, and using a hand-held electronic device while driving.
