Police Incident Report for Oct. 11 to 22
The Harbor News publishes a Police Incident Report to inform residents of incidents, criminal activities, and police responses occurring in the towns of Clinton, Westbrook, and Old Saybrook. As those charged are presumed innocent until proven guilty, the report does not include names. It may be edited for space and content.
Clinton
Wednesday, Oct. 11
• A 20 year-old New Haven man was arrested at 8:49 p.m. and charged with larceny in the sixth degree following a shoplifting incident on Killingworth Turnpike.
Thursday, Oct. 12
• A 22 year-old Ivoryton man was arrested at 1:04 p.m. and charged with two counts of possession of narcotics, possession of narcotics, use or possession of drug paraphernalia, failure to keep a prescription drug in its original container, and interfering with an officer. In the same incident a 26 year-old Ansonia man was charged with larceny in the fifth degree, interfering with an officer, possession of narcotics, use or possession of drug paraphernalia, and failure to appear in the second degree on an outstanding warrant.
• A noise complaint was investigated on Knollwood Drive near West Main Street.
• A noise complaint was investigated on Riverside Drive at 12:53 p.m.
• A shoplifting incident was investigated on High Street at 4:36 p.m.
Friday, Oct. 13
• A 34 year-old man of Waterside Lane was arrested at 4:15 p.m. on a warrant charging him with failure to appear in the first degree and two counts of failure to appear in the second degree.
• Harassment was investigated on East Main Street at 5:25 p.m.
• A 60 year-old Middletown man was arrested at 8:07 p.m. on a warrant charging him with failure to appear in the second degree following a motor vehicle stop in which he was issued a misdemeanor summons for operating a motor vehicle while under license or registration suspension.
Saturday, Oct. 14
No arrests were made.
• A larceny was investigated on Brickyard Road at 11:22 a.m.
• Harassment was investigated on Old Nod Road at 12:33 p.m.
• A domestic dispute was investigated on Lafayette Green Road at 3:15 p.m.
Sunday, Oct. 15
• A 38 year-old Naugatuck woman was arrested at 4:27 p.m. and charged with larceny in the fifth degree, conspiracy to commit larceny in the fifth degree, and possession of a shoplifting device. In the same incident a 36 year-old man of the same residence was charged with larceny in the fifth degree and conspiracy to commit larceny in the fifth degree.
Monday, Oct. 16
No arrests were made.
• Harassment was investigated on Killingworth Turnpike at 1:41 p.m.
• A complaint about identity theft was investigated on Cow Hill Road at 6:39 p.m.
Tuesday, Oct. 17
• A 36 year-old man of Egypt Lane was arrested at 6:32 p.m. on a warrant charging him with larceny in the fourth degree (theft from a building) and burglary in the third degree (from a building).
• A 23 year-old Essex man was issued a misdemeanor summons at 3:36 p.m. for operating a motor vehicle while under license or registration suspension and failure to maintain a reasonable distance apart following a motor vehicle accident with injuries on East Main Street.
Wednesday, Oct. 18
• A 36 year-old man of Egypt Lane was arrested at 4:47 a.m. on a warrant charging him with being a fugitive from justice.
• A 22 year-old Westbrook woman was arrested at 11:27 a.m. on a warrant charging her with two counts of disorderly conduct.
• A 27 year-old Chester man was arrested at 2:20 p.m. on a warrant charging him with disorderly conduct.
• A 16 year-old was arrested at 7:10 p.m. and charged with threatening and breach of peace in the second degree following an investigation on Glenwood Road.
• A complaint about identity theft was investigated on Heritage Circle at 9:01 a.m.
• Harassment was investigated on Shore Grove Road at 9:33 a.m.
• A complaint about identity theft was investigated on Cedar Road at 11:44 a.m.
Thursday, Oct. 19
• A 55 year-old man of School House Road was arrested at 2:05 a.m. and charged with burglary in the second degree and stalking in the second degree following a trespass complaint.
• A 33 year-old woman of Pratt Road was arrested at 4:07 p.m. and charged with disorderly conduct.
• A 21 year-old man of Providence, Rhode Island was arrested at 4:42 p.m. on a warrant charging him with two counts of failure to appear in the second degree.
Friday, Oct. 20
• A 33 year-old Westbrook man was arrested at 7:54 a.m. on a warrant charging her with criminal violation of a protective order.
• A 60 year-old woman of Harbor Parkway was arrested at 3:56 p.m. and charged with driving while under the influence of alcohol or drugs, evading responsibility in the operation of a motor vehicle (fleeing the scene of an accident), and failure to maintain a reasonable distance part following a motor vehicle crash without injuries on East Main Street.

• A larceny was investigated on Killingworth Turnpike at 4:41 p.m.
• An untimely death was reported on Kelsey Road at 6:06 p.m.
Saturday, Oct. 21
• A 55 year-old Wallingford man and a 39 year-old North Haven woman were arrested at 1:03 p.m. Each party was charged with creating a public disturbance on Killingworth Turnpike.
• A 38 year-old woman of Springfield, Massachusetts was arrested at 3:15 p.m. and charged with larceny in the sixth degree following a shoplifting incident on Killingworth Turnpike.
• A larceny was investigated on Old Mill Road at 11:54 a.m.
• Harassment was investigated on Glenwood Road at 3:43 p.m.
• A larceny was investigated on East Main Street at 3:57 p.m.
• A report of an animal bite was investigated on Cream Pot Road at 4:06 p.m.

Wednesday, Oct. 11
• A 48 year-old man of Bedford, New Hampshire was arrested at 11:25 a.m. on a warrant charging him with negligent homicide with a motor vehicle and failure to maintain the proper lane of a multiple lane highway. He was processed and released on a $10,000 non-surety bond.
Thursday, Oct. 12
No arrests were made.
Friday, Oct. 13
• A 23 year-old Norwalk man was arrested at 11:19 a.m. and charged with interfering with an officer. Troop F received a 911 call reporting an armed robbery that occurred at Denny’s Restaurant on Route 153 (Flat Rock Place). The suspects fled the scene in a vehicle and were located at the Interstate 95 southbound rest area in Madison a short time later. One suspect fled on foot and a second suspect fled in the vehicle. The accused who fled on foot was located one hour later in a wooded area behind the Madison rest area and taken into custody. Mutual aide to Troop F was provided by Troop E, the Connecticut State Police aviation unit, and several officers from the Clinton, Guilford, and Madison police departments. The case was still open and under investigation at the time of the police press release was issued. The captured man was held on a $10,000 surety bond he could not post.
• A 26 year-old Enfield man was arrested at 6:19 p.m. on a warrant charging him with escape from a correctional institution in the first degree when he was located locally. He was processed and held on a $75,000 surety bond he could not post.
Saturday, Oct. 14
No arrests were made.
• A 20 year-old Clinton man was issued a citation at 9:14 a.m. for failure to drive right after the 2005 Subaru Forester he was operating drifted off the roadway and struck a metal beam guardrail. No injuries were reported or observed.
Sunday, Oct. 15
• A 38 year-old Haddam woman was arrested at 1:32 p.m. and charged with interfering with an officer (simple assault), filing a false report in the second degree, breach of peace, and harassment in the second degree. She was processed on a $10,000 surety bond.
Monday, Oct. 16
• A 34 year-old woman of Greenwich, Rhode Island was arrested at 10:06 p.m. and charged with disorderly conduct and assault in the third degree. She was processed on a $5,000 surety bond.
• A 30 year-old woman of Green Acres Park Drive was operating a 2010 Kia Sportage westbound on Boston Post Road when she veered in the right shoulder and struck an SNET utility pole at 4:16 p.m. The collision was under investigation and no enforcement action had been taken at the time of the police press report.
Tuesday, Oct. 17
• A 36 year-old North Haven man was arrested at 9:35 p.m. and charged with driving while under the influence of alcohol or drugs, evading responsibility in the operation of a motor vehicle (fleeing the scene of an accident), reckless driving, possession of a controlled substance, and failure to keep a narcotic in its original container.

Thursday, Oct. 19
• A 20 year-old Hartford man was arrested at 1:41 a.m. and charged with criminal mischief in the third degree, larceny in the sixth degree, and disorderly conduct.
Friday, Oct. 20
• A 47 year-old Madison woman was arrested at 2:27 p.m. and charged with driving while under the influence of alcohol or drugs, evading responsibility in the operation of a motor vehicle (fleeing the scene of an accident), and failure to drive right. The operator fled the scene of a two-vehicle crash on Route 154. She was processed and held on a $2,000 surety bond she could not post.
• A 28 year-old Norwich man was arrested at 6:21 p.m. and charged with evading responsibility in the operation of a motor vehicle (fleeing the scene of an accident), improper use of market plates, illegal operation of a motor vehicle an ignition locking device, and failure to maintain a reasonable distance apart. He was processed and released after posting a $5,000 surety bond.
• A 42 year-old Haddam man was arrested at 10:41 p.m. and charged with driving while under the influence of alcohol or drugs.
Saturday, Oct. 21
• A 31 year-old Wolcott woman was arrested at 6:26 a.m. on a warrant charging her with failure to appear in the second degree.
• A 27 year-old man of Portland, Maine was arrested at 10:50 a.m. and charged with possession of narcotics and use or possession of drug paraphernalia following a motor vehicle stop after a trooper observed the accused speeding and operating a motor vehicle while not wearing a seat belt. A search of the vehicle with a drug K9 under probable cause resulted in discovery of 1.9 ounces of marijuana, hashish, and paraphernalia. He was processed on a $1,000 surety bond.
• A 27 year-old man of Ortner Drive was arrested at 3:14 p.m. and charged with disorderly conduct.

• A 28 year-old Clinton woman was arrested at 12:22 a.m. and charged with driving while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple lane highway following a motor vehicle stop on Boston Post Road.
Saturday, Oct. 14
• A 45 year-old Westbrook woman was arrested at 7:01 p.m. and charged with driving while under the influence of alcohol or drugs, operating an unregistered motor vehicle, and failure to carry a driver’s license following a motor vehicle stop on Spencer Plains Road at the Interstate 95 south exit ramp.
• A 44 year-old Waterford woman was arrested at 11:47 p.m. and charged with driving while under the influence of alcohol or drugs and traveling unreasonably fast following a motor vehicle stop on Maple Avenue at Soundview Avenue.
Sunday, Oct. 15
• A 45 year-old Westbrook man was arrested at 3:49 p.m. on a warrant held by Old Saybrook police for possession of narcotics. He was processed and held on a $7,500 surety bond that he could not post.
Monday, Oct. 16

Tuesday, Oct. 17
• A 53 year-old Westbrook man was arrested at 2:32 p.m. and charged with breach of peace in the second degree and assault in the third degree. He was processed and released after posting a $1,500 surety bond.
• A 65 year-old Westbrook man was arrested at 10:55 p.m. and charged with disorderly conduct under the Domestic Violence Act. He was processed and released after posting a $5,000 surety bond.

• A 30 year-old East Haddam woman was issued a misdemeanor summons at 12:25 p.m. for operating a motor vehicle while under license or registration suspension and using a hand-held cell phone while driving following a motor vehicle stop on Boston Post Road.
Thursday, Oct. 19
• A 29 year-old Uncasville man was arrested at 9:18 a.m. and charged with breach of peace in the second degree and assault in the third degree. He was processed and released after posting a $2,500 surety bond.
• A 41 year-old man of Elm Street was arrested at 9:11 p.m. and charged with disorderly conduct under the Domestic Violence Act. He was processed and held on a $5,000 surety bond he was unable to post.
Friday, Oct. 20
• A 22 year-old New Haven man was arrested at 5:31 p.m. and charged with forgery in the third degree, improper use of marker plate, operating an unregistered motor vehicle, operating a motor vehicle without insurance, traveling unreasonably fast, and operating a motor vehicle while under license or registration suspension. After processing he was turned over to ICE on an immigration detainer.
Saturday, Oct. 21
• A 56 year-old Moodus man was arrested at 2:03 p.m. and charged with driving while under the influence of alcohol or drugs, making an unsafe movement from a stopped or standing position, possession of marijuana, and possession of drug paraphernalia.
• An 18 year-old Middletown man was arrested at 7:46 a.m. and charged with possession of marijuana, use or possession of drug paraphernalia, traveling unreasonably fast, disobeying the signal of an officer, and improper passing. He was processed and released after posting a $10,000 surety bond. In the same incident a 16 year-old was arrested and charged with possession of drug paraphernalia containing marijuana. The youthful offender was processed and released into parental custody.
• A 22 year-old Branford man was issued a misdemeanor summons at 10:21 p.m. for operating a motor vehicle while under license or registration suspension following a motor vehicle stop on Boston Post Road at the Old Saybrook Shopping Center.
Sunday, Oct. 22
No arrests were made.
From Oct. 11 to 24, Old Saybrook police issued six citations to motorists for operating an unregistered motor vehicle and two citations for failure to renew registration, failure to obey a control signal, failure to maintain a reasonable distance apart, and creating excessive noise with a vehicle. One citation was issued for each of the following: failure to maintain the proper lane of a multiple lane highway, traveling unreasonably fast, using a hand-held cell phone while driving, and operating a motor vehicle without a driver’s license.
