Police Incident Report for June 25 to July 18
The Harbor News publishes a Police Incident Report to inform residents of incidents, criminal activities, and police responses occurring in the towns of Clinton, Westbrook, and Old Saybrook. As those charged are presumed innocent until proven guilty, the report does not include names. It may be edited for space and content.

Sunday, June 25
No arrests were made.
Monday, June 26
• A 39 year-old Groton man was arrested at 6:56 p.m. on a warrant charging him with failure to appear in the second degree. He was also charged with disorderly conduct and assault in the third degree.
Tuesday, June 27
• A 45 year-old man of East Pond Meadow Road was arrested at 7:22 p.m. and charged with disorderly conduct following the report of an altercation between two men at an East Pond Meadow residence. A verbal argument about money and a debate over the rental of a room at the residence turned physical. The alleged victim, the brother of the accused, stated that his brother became angry and grabbed his arms to push him, which caused a bruise on the left upper arm of the complainant. The bruise was observed by troopers and photographed. Neither party required medical attention.

Sunday, July 2
• A 31 year-old Middletown man was arrested at 2:50 a.m. and charged with driving while under the influence of alcohol or drugs and reckless driving.
• An 18 year-old Cromwell man was arrested at 3:15 a.m. and charged with criminal mischief in the first degree. He was processed on a $5,000 surety bond.
• A 28 year-old Cheshire man was arrested at 7:39 a.m. on a warrant charging him with failure to appear in the second degree and violation of probation/conditional discharge following an investigation into a report of an active disturbance in which the accused was heavily intoxicated. He was processed on a $5,000 surety bond.
• A 23 year-old man of Orchard, Massachusetts was arrested at 6:46 p.m. and charged with reckless driving and disobeying the signal of an officer.
• A 28 year-old Mansfield man was arrested at 8:08 p.m. and charged with driving while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple lane highway.
Monday, July 3
• A 53 year-old New Britain man was arrested at 11:36 p.m. and charged with driving while under the influence of alcohol or drugs, reckless driving, and failure to maintain the proper lane of a multiple lane highway.
Tuesday, July 4
• A 28 year-old Plantsville woman was arrested at 6:49 p.m. and charged with driving while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple lane highway following a motor vehicle accident in which she lost control of her vehicle and struck a wire rope guardrail.
• A 24 year-old Haddam man was arrested at 7:01 p.m. on a warrant charging him with failure to pay or plead a citation
• A 50 year-old Madison man was arrested at 9:03 p.m. and charged with breach of peace in the second degree, reckless endangerment in the second degree, and sale, use, and possession of fireworks. Troopers investigated after they received a report of a large fireworks display. Upon arrival troopers observed approximately $20,000 worth of exploded and unexploded illegal fireworks (defined as fireworks that can be launched into the air). He was processed and released after posting a $10,000 surety bond pending his arraignment at Middletown Superior Court on July 19.
Wednesday, July 5
• A 25 year-old Haddam man was arrested at 12:10 a.m. and charged with driving while under the influence of alcohol or drugs, failure to maintain the proper lane of a multiple lane highway, failure to carry pistol permit, and illegal carry of a firearm following a one-vehicle crash.
• A 52 year-old Northford man was arrested at 7:13 p.m. and charged with interfering with an officer.
• A 27 year-old Haddam man was arrested at 11:02 p.m. and charged with driving while under the influence of alcohol or drugs and assault in the third degree. He was processed on a $25,000 surety bond.
Thursday, July 6
No arrests were made.
• A 16 year-old boy of Edgewood Drive was operating a 1997 Toyota Corolla CE southbound on Route 145 when a animal ran across the road in front to the vehicle, which caused him to lose control of the vehicle and strike a large rock located on the right shoulder of the roadway. The vehicle sustained heavy front end damage. The operator was taken to Middlesex Hospital Shoreline Medical Clinic for treatment of minor cuts on his left leg. A 40 year-old woman of Edgewood Drive was a passenger onboard the vehicle. No enforcement action against the driver was indicated in the police press report.

Sunday, June 25
• A 52 year-old man of Grove Street was arrested at 12:36 a.m. and charged with driving while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple lane highway following a motor vehicle stop on North High Street at 12:36 a.m.
• A 31 year-old Haddam man was arrested at 2:13 a.m. and charged with driving while under the influence of alcohol or drugs, having weapons in a motor vehicle, and failure to signal a turn following a motor vehicle stop on East Main Street near Waterside Lane.
• A noise complaint was investigated on Long Hill Road at 8:14 p.m.
Monday, June 26
• A 38 year-old Meriden man was arrested at 7:49 a.m. on a warrant charging him with larceny in the sixth degree (via shoplifting).
• A domestic dispute was investigated on Riverside Drive at 11:59 a.m.
• A larceny was investigated on Waterside Lane at 4:57 p.m.
Tuesday, June 27
• A 53 year-old woman of Cow Hill Road was arrested at 12:12 p.m. and charged with manufacture or cultivation of marijuana (any amount), illegal sale of marijuana, possession of a controlled substance, and use or possession of drug paraphernalia in a drug factory.
• A shoplifting incident was investigated on Killingworth Turnpike at the Clinton Crossings mall at 9:31 p.m.
Wednesday, June 28
• A 35 year-old woman of Sunnybrook Lane was arrested at 11:46 a.m. and charged with larceny in the sixth degree.
• A 47 year-old East Haddam man was arrested at 4:35 p.m. on a warrant charging him with larceny in the fifth degree, credit card theft, and possession of narcotics.
• A 22 year-old New Haven man was issued a misdemeanor summons at 8:29 p.m. for operating a motor vehicle without a driver’s license, failure to obey a control signal, and possession of less than one-half ounce of marijuana following a motor vehicle stop on Killingworth Turnpike.
• A 51 year-old man of Lionel Avenue was issued a citation at 10:06 p.m. for creating a public disturbance on Blaine Avenue.
• A larceny was investigated on East Main Street at 2:14 p.m.
• Harassment was investigated on Old Mill Road at 3:11 p.m.
Thursday, June 29
• Two 15 year-old juveniles were arrested at 5:51 p.m. and charged with larceny in the sixth degree and conspiracy to commit larceny in the sixth degree following a shoplifting incident on Killingworth Turnpike.
• A larceny was investigated on Riverside Drive at 2:35 p.m.
• A missing person report was investigated on Sol’s Point Road at 10:12 p.m.

Saturday, July 1
• A 32 year-old Madison woman was arrested at 6:19 p.m. on a warrant charging her with breach of peace in the first degree, assault in the third degree, and criminal trespass in the first degree following a domestic dispute on Grove Street. She was arrested again at 11:19 p.m. and charged with violation of conditions or release when she continued to engage with the alleged victim of the domestic dispute.
• Harassment was investigated on West Main Street at 8:14 p.m.
Sunday, July 2
• An 18 year-old Hamden man was arrested at 7:31 p.m. and charged with larceny in the sixth degree and criminal attempt to commit larceny in the sixth degree following a shoplifting incident on Killingworth Turnpike.
• An 18 year-old man of Ridgewood, New York was issued a misdemeanor summons at 7:04 p.m. for possession of marijuana following a motor vehicle stop on Killingworth Turnpike at Interstate 95.
Monday, July 3
• A 46 year-old woman of West Main Street was arrested at 10:24 a.m. and charged with risk of injury to a minor, possession of a controlled substance, use or possession of drug paraphernalia, and illegal manufacture, sale, or distribution of drugs.
• A 51 year-old man of Lionel Avenue was arrested at 5:13 p.m. and charged with breach of peace in the second degree and having weapons in a motor vehicle. In the same incident a 52 year-old man of Meadow Road was charged with breach of peace in the second degree.
• A neighbor dispute was investigated on Cow Hill Road at 11:15 p.m.

• Noise complaints were investigated on Waterside Lane at 7:26 p.m. and on East Main Street at 7:28 p.m.
Wednesday, July 5
• A 53 year-old Middlefield man was arrested at 3:41 p.m. and charged with breach of peace in the second degree and having weapons in a motor vehicle following a disturbance on West Main Street. In the same incident a 57 year-old man of Liberty Street was charged with interfering with an officer and breach of peace in the second degree.
• A 44 year-old woman of Delwood Avenue was arrested at 6:37 p.m. on a warrant charging her with breach of peace in the second degree.
• A 20 year-old Guilford woman was arrested at 8:03 p.m. and charged with disorderly conduct and risk of injury to a minor following a disturbance on Airline Road.
• A motor vehicle accident without injuries was investigated on Maplewood Drive at 10:09 a.m.
• A motor vehicle accident without injuries was investigated on West Main Street at 1:04 p.m.
Thursday, July 6
• An 18 year-old Killingworth woman was arrested at 9:05 p.m. and charged with possession of alcohol by a minor on a public street or highway and traveling unreasonably fast following a motor vehicle stop on East Main Street at Waterside Lane.
• A domestic dispute was investigated on East Main Street at 9:26 a.m.
• The issuing of bad checks was investigated on West Main Street at 12:48 p.m.
• A complaint about identity theft was investigated in Airline Road at 7:01 p.m.
Friday, July 7
• A 29 year-old Ledyard resident was arrested at 8:31 a.m. on a warrant charging the Ledyard resident with larceny in the third degree.
• A 46 year-old man of West Main Street was arrested at 8:25 p.m. and charged with driving while under the influence of alcohol or drugs following a report of a suspicious motor vehicle on North High Street.
• A shoplifting incident was investigated on Killingworth Turnpike at 8:36 p.m.
• A report of an intoxicated person was investigated on East Main Street at 9:24 p.m.

• A 44 year-old Guilford man was arrested at 8:03 p.m. and charged with possession of alcohol by a minor on a public street or highway, possession of marijuana, and use or possession of drug paraphernalia.
• Criminal mischief was investigated on River Road at 9:21 a.m.
• A trespass complaint was investigated on Shore Road at 1:57 p.m.
• An assault was investigated on Carter Hill Road at 2:35 p.m.
• A noise complaint was investigated on Olde Orchard Road at 9:19 p.m.

• A 19 year-old Higganum woman was issued a citation at 3:50 a.m. for possession of less than one-half ounce of marijuana and use or possession of drug paraphernalia containing less than one-half ounce of marijuana following a motor vehicle stop on Boston Post Road at Route 166.
Tuesday, June 27
• A 36 year-old Berlin man was arrested on warrant held by Old Saybrook police charging him with five counts of criminal trespass in the first degree, six counts of burglary in the third degree, larceny in the third degree, credit card theft, theft of a firearm, criminal possession of a pistol or revolver, and conspiracy to commit each of the above crimes.
Wednesday, June 28
• A 42 year-old Southington man was arrested at 1:48 p.m. and charged with breach of peace in the second degree and voyeurism. He was processed on a $2,500 surety bond.
Thursday, June 29
• A 54 year-old man of Agawam Avenue was arrested at 8:15 p.m. and charged with disorderly conduct under the Domestic Violence Act and interfering with an officer. He was processed and held in lieu of a $10,000 bond he could not post.
Friday, June 30
• A 17 year-old was arrested at 5:14 p.m. charging him with reckless endangerment, two counts of assault in the first degree, three counts of risk of injury to a minor, and breach of peace in the second degree. He was processed and released to the Hartford Juvenile Detention Center.
Saturday, July 1
• A 51 year-old man of Uncas Trail was arrested at 6:41 p.m. and charged with assault in the third degree and disorderly conduct under the Domestic Violence Act.
Sunday, July 2
• A 41 year-old man of North Main Street was arrested at 6 p.m. on warrants charging him with failure to appear in the first degree and failure to appear in the second degree. He was also charged with possession of narcotics and use or possession of drug paraphernalia.
• A 61 year-old Hartford woman was arrested at 7:11 p.m. and charged with breach of peace in the second degree and stalking in the second degree. She was processed on a $5,000 surety bond.
• A 40 year-old New Britain man was issued a misdemeanor summons at 3:11 a.m. for improper use of marker place following a motor vehicle stop on Bridge Street at Cove Street.
Monday, July 3
• A 21 year-old Clinton man was arrested at 8:39 a.m. and charged with interfering with an officer, evading responsibility in the operation of a motor vehicle (fleeing the scene of an accident), and operating an unregistered motor vehicle.
• An 83 year-old man of Knollwood Drive was issued a citation at 2:17 p.m. for allowing a dog to roam on Jarvis Road.
Tuesday, July 4
• A 30 year-old man of Essex Road was arrested at 12:15 a.m. and charged with disorderly conduct under the Domestic Violence Act.
Wednesday, July 5
• A 17 year-old was arrested at 12:21 a.m. and charged with possession of less than one-half ounce of marijuana by a minor and use or possession of drug paraphernalia containing less than one-half ounce of marijuana. The juvenile was processed and released into parental custody on a written promise to appear in Hartford Superior Court for Juvenile Matters.

• A 55 year-old Killingworth man and a 45 year-old man of Arlington, Texas were issued citations at 2:30 p.m. for creating a public disturbance at 655 Boston Post Road at the Old Saybrook Walmart.
• A 21 year-old man of West Boylston, Massachusetts was issued a citation at 8:07 p.m. for possession of less than one-half ounce of marijuana and use or possession of drug paraphernalia containing less than one-half ounce of marijuana.

Saturday, July 8
• A 50 year-old Waterbury man was arrested at 7:39 p.m. and charged with driving while under the influence of alcohol or drugs. In the same incident a 27 year-old man of Springfield, Massachusetts was charged with interfering with an officer and criminal mischief in the third degree.
• A 52 year-old Guilford woman was arrested at 7:51 p.m. on a warrant held by the Old Saybrook Police Department charging her with driving while under the influence, traveling too fast for conditions, and failure to obey a stop sign.
• A 31 year-old man of Boston Post Road was issued a citation at 10:20 a.m. for operating a motor vehicle without a proper instructor and failure to obey a stop sign on Middlesex Turnpike at Essex Road.
• A 20 year-old New Britain man was issued a citation at 5:59 p.m. for possession of less than one-half ounce of marijuana, possession of drug paraphernalia containing less than one-half ounce of marijuana, and possession of alcohol by a minor at 100 Essex Road. In the same incident a second 20 year-old New Britain man was issued a citation for possession of less than one-half ounce of marijuana and possession of alcohol by a minor. Additionally, a third 20 year-old New Britain man was issued a citation for possession of alcohol by a minor.
