Police Incident Report for March 1 to April 4
The Valley Courier publishes a Police Incident Report to inform residents of incidents, criminal activities, and police responses occurring in the towns of Essex, Deep River, and Chester. As those charged are presumed innocent until proven guilty, the report does not include names. It may be edited for space and content.

Essex
Wednesday, Mar. 1 to Thursday, Mar. 2

Friday, Mar. 3
• A 42 year-old East Haddam woman was arrested at 11:17 p.m. and charged with driving while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple lane high following a motor vehicle stop for erratic driving. The accused failed a standardized field sobriety test.

Sunday, Mar. 5
• A 33 year-old Groton woman was arrested at 11:27 p.m. and charged with use or possession of drug paraphernalia, operating a motor vehicle while under license or registration suspension, operating a motor vehicle without a driver’s license, and failure to maintain the proper lane of a multiple lane highway following a motor vehicle stop.
• An 18 year-old man of Attleboro, Maine was issued a citation at 5:13 p.m. for failure to maintain the proper lane of a multiple lane highway after he lost control of the 2001 Subaru Legacy Outback he was operating and struck a metal beam guard rail.

• A 35 year-old East Hartford woman was issued a citation at 4:50 p.m. for failure to drive right after she fell asleep while operating a 2007 Honda CR-V EX and struck a barrier located on the shoulder of the roadway. No injuries were reported or observed.

• An unidentified man of Ivoryton was issued a citation at 2:14 a.m. for failure to drive right after he lost control of the 2010 Subaru Impreza he was operating on Main Street near Bridge Street and struck three parked vehicles. The cited driver stated that he fell asleep while driving.

Tuesday, Mar. 7
• A 28 year-old man of a Scenic View Drive apartment was arrested at 11:09 p.m. and charged with criminal mischief in the third degree and disorderly conduct following the report of an active fight between a man and a woman. The accused punched holes in the apartment walls and damaged household items that belong to the 29 year-old woman.

• A 51 year-old man of Straight Road was operating a 2004 Subaru L300 southbound on Straits Road at 2:05 p.m. when he swerved to avoid a canine that ran across the roadway. He lost control of the Subaru and struck a utility pole. No injuries were reported or observed and no enforcement action was indicated in the police press report.

Wednesday, March 15
• A 53 year-old Westbrook woman was arrested at 4:10 p.m. and charged with possession of narcotics and possession of narcotics with intent to sell. The arrest occurred after the investigating trooper stopped the accused for speeding and having loud exhaust on Westbrook Road. After acting suspiciously the trooper had probable cause to search the woman’s purse, which she had clutched to her chest. Once she handed over the purse the trooper found several glassine baggies inside. The baggies contained a beige colored powder that tested positive for heroin.

Sunday, March 19
• A 20 year-old man of Boukum Road was arrested at 3:20 p.m. on a warrant charging him with possession of child pornography in the first degree. The arrests stemmed from an incident that occurred when the accused was 18 years old. He was processed and held at Hartford Correctional on a $10,000 surety bond pending arraignment in March 20.

• A 77 year-old Ivoryton woman was issued a citation at 2:28 p.m. for failure to maintain the proper lane of a multiple lane highway after she crossed the center line while operating a 2001 Ford Excursion eastbound on West Elm Street. Her vehicle struck an oncoming 2014 Peterbuilt truck operated by a 53 year-old Madison man. The cited driver then struck a metal beam guardrail located on the left shoulder. No injuries were reported or observed. Both vehicles were towed from the scene.

Saturday, March 18
• A 25 year-old West Hartford man was arrested at 1:42 a.m. and charged with driving while under the influence of alcohol or drugs and simple trespass. The accused was stopped after a report that he drove over private property located on Hoop Pole Road. The accused, who was operating a 2004 Honda Civic, had a strong odor of alcoholic beverage on his breath and his speech was slurred. The accused agreed to a standardized field sobriety test, which he failed.
• A 24 year-old Hartford man was arrested at 5:27 a.m. charging him with illegal manufacture or sale of drugs, possession of narcotics, interfering with an officer, and threatening. He was arrested following a motor vehicle stop in Chester. He was processed on a $75,000 surety bond.

Saturday, March 25
• A 23 year-old Chester woman was arrested at 2:45 a.m. and charged with driving while under the influence of alcohol or drugs, possession of narcotics, failure to keep a prescription narcotics in its original container, and failure to maintain the proper lane of a multiple lane highway following a motor vehicle accident on Cedar Swamp Road. She was processed and released on a $5,000 non-surety bond and issued an April 6 court date.
• A 38 year-old man of Whittlesey Brook Road was arrested at 6:38 p.m. and charged with possession of narcotics, use or possession of drug paraphernalia, and failure to obey a stop sign following a motor vehicle stop on Westbrook Road.
• A 23 year-old Chester woman was issued a citation at 2:45 a.m. for an unspecified charge after she drove off Cedar Swamp Road while operating a 2013 Volkswagen Jetta and struck a tree head-on. No injuries were reported or observed and the drive, who was the sole occupant of the vehicle, refused medical treatment at the scene. The vehicle was towed.

• Criminal mischief was investigated at 26 Liberty Street. An unknown person threw a large rock into the front door, which dented the door ad broke the glass. Anyone with information about this incident is asked to call the Chester resident trooper’s office at 860-526-3605. All calls will be kept confidential.

Saturday, April 1
• A 34 year-old man of Brookside Lane was arrested at 4:38 p.m. on a warrant charging him with larceny in the fifth degree for his involvement in the burglary of a home at 258 Beaver Meadow Road in Haddam. A 39 year-old Westbrook man was also arrested in the case and charged with the same.

Monday, April 3
• A 53 year-old Groton man was arrested at 12:21 p.m. and charged with driving while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple lane highway. He was operating a 1996 Chevrolet pick-up truck when he crashed into a guard rail. He failed a standardized field sobriety test and was processed on a $5,000 bond.
• A 30 year-old Colchester man was issued a verbal warning at 4:41 p.m. for failure to grant right of way at an intersection. He was operating a 2016 Mazda Sport from Route 154 northbound left onto Route 153 and was struck by a 2001 Toyota Sienna operated by a 44 year-old Old Saybrook.

• A fatal motor vehicle accident was investigated at 3:14 p.m. Jennifer Homan, 34, of 12 Putnam Street, Bristol, was operating a 1999 Chevrolet Tahoe southbound on Main Street just prior to Winter Avenue when the vehicle crossed the northbound lane, struck a curb, rolled over, went down an embankment, and came to rest on its roof in several feet of water in a brook. Homan, who was the sole occupant, was removed from the vehicle and transported by Deep River Ambulance to the Middlesex Hospital Shoreline Medical Clinic in Westbrook where she succumbed to her injuries at 4:20 p.m.

• A 53 year-old Killingworth woman was issued a citation at 4:58 p.m. for improper passing after the Toyota Tacoma double cab she was operating westbound on Winthrop Road struck the front left quarter panel of a 2015 Nissan Pathfinder operated by a 38 year-old woman of Pinewood Trail. No injuries were reported or observed.

• Criminal mischief was investigated at 6 Main Street. At 9:04 p.m. a witness observed an unknown party damage an outdoor floodlight mounted on the rear of the building. Further investigation revealed that a windshield of a vehicle parked in the driveway was also damaged. Anyone with information about this incident is asked to contact Trooper John Swokla at 860-399-2100. All calls will be kept confidential.
