The Harbor News publishes a Police Incident Report to inform residents of incidents, criminal activities, and police responses occurring in the towns of Clinton, Westbrook, and Old Saybrook. As those charged are presumed innocent until proven guilty, the report does not include names. It may be edited for space and content.
Clinton
Tuesday, Feb. 14
• A 48 year-old man of Lochbourne Drive was arrested at 10:06 a.m. on a warrant charging him with evading responsibility in the operation of a motor vehicle (fleeing the scene of an accident), operating a motor vehicle while under license or registration suspension, and failure to maintain the proper lane of a multiple lane highway.
• A larceny was investigated on East Main Street at 10:15 a.m.

• A larceny was investigated on Long Hill Road at 7:59 a.m.
Thursday, Feb. 16
• A 22 year-old Northford man was arrested at 3:09 p.m. on a warrant charging him with three counts of larceny in the sixth degree.
• A 60 year-old Westbrook man was arrested at 5:31 p.m. and charged with driving while under the influence of alcohol or drugs and failure to drive a reasonable distance apart following a motor vehicle accident with injuries on East Main Street.
• A 21 year-old Old Saybrook man was issued a misdemeanor summons at 10:08 a.m. for operating a motor vehicle while under license or registration suspension and failure to wear a seat belt in the front seat following a motor vehicle stop on East Main Street.
• Harassment was investigated on Liberty Place at 3:33 p.m.
Friday, Feb. 17

Saturday, Feb. 18
• A 48 year-old Westbrook woman was arrested at 5:23 p.m. and charged with disorderly conduct.
• A 32 year-old man was arrested at 9:08 p.m. on a warrant charging him with two counts of issuing a bad check.
• A shoplifting incident was investigated on Killingworth Turnpike at 3:17 p.m.
Sunday, Feb. 19
• A 41 year-old Bloomfield man was arrested at 1:19 a.m. and charged with driving while under the influence of alcohol or drugs, failure to maintain the proper lane of a multiple lane highway, and failure to have lights lit or devices illuminated.
• A 17 year-old was arrested at 10:50 p.m. and charged with assault in the third degree and breach of peace following a disturbance on West Main Street. In the same incident a 16 year-old was charged with breach of peace.
• A trespass complaint was investigated on Chittenden Hill Road at 10:29 a.m.
• Criminal mischief was investigated on Chittenden Hill Road at 11 a.m.
Monday, Feb. 20
• A 29 year-old New Haven woman was arrested at 6:03 p.m. on a warrant charging her with interfering with an officer, larceny in the third degree, and conspiracy to commit larceny in the third degree.
• A complaint about threatening was investigated on East Main Street at 1:26 p.m.
• A complaint about forgery was investigated on East Main Street at 7:02 p.m.
• A complaint about criminal mischief was investigated on Central Avenue at 8:32 p.m.

• A 31 year-old man of High Street was arrested at 1:20 a.m. and charged with operating a motor vehicle while under license or registration suspension, operating an unregistered motor vehicle, operating a motor vehicle without insurance, speeding, and disobeying the signal of an officer by attempt to elude following a motor vehicle stop on High Street.
• Threatening was investigated on East Main Street at 1:12 p.m.
• A burglary was investigated on Old Post Road at 1:12 p.m.
Thursday, Feb. 23
• A 28 year-old Guilford man was arrested at 6:37 a.m. and charged with use or possession of drug paraphernalia following a welfare check on Glenwood Road.
• The theft of a motor vehicle was investigated on Nutmeg Drive at 2 p.m.
• Criminal mischief was investigated on Cow Hill Road at 2:33 p.m.
• A burglary was investigated on James Vincent Drive at 6:13 p.m.
• A burglary was investigated on Liberty Place at 9:21 p.m.
• Noise complaint was investigated on Rocky Ledge Drive at 9:36 p.m.
Friday, Feb. 24
• A 25 year-old Deep River man was arrested at 12:23 a.m. and charged with manufacture or possession of burglar’s tools, having weapons in a motor vehicle, traveling unreasonably fast, failure to have tail lamps or marker lights, illegal manufacture of distribution of narcotics, and possession of narcotics following a motor vehicle stop on Egypt Lane at Killingworth Turnpike.

• A 52 year-old woman of Jefferson Circle was arrested at 4:34 p.m. and charged with disorderly conduct under the Domestic Violence Act.

• A domestic dispute was investigated on Riverside Drive at 1:13 a.m.
Tuesday, Feb. 28
• A 23 year-old Hartford woman was arrested at 9:04 a.m. and charged with larceny in the fifth degree, robbery in the first degree, assault in the second degree, breach of peace, and conspiracy to commit robbery and larceny.
Wednesday, March 1
• A 14 year-old and a 17 year-old were arrested at 9:59 a.m. Each youth was charged with breach of peace following a disturbance on Killingworth Turnpike.
Thursday, March 2
• A 24 year-old man of Post Office Square was arrested at 6:54 p.m. and charged with strangulation in the third degree, unlawful restraint in the second degree, and disorderly conduct following a domestic dispute.
Friday, March 3

• A burglary was investigated on East Main Street at 4:03 a.m.
• A larceny was investigated on East Main Street at 12:49 p.m.
• A shoplifting incident was investigated on Killingworth Turnpike at 3:14 p.m.
Saturday, March 4
• A 38 year-old woman of Springfield, Massachusetts was arrested at 3:56 p.m. and charged with larceny in the second degree and conspiracy to commit larceny in the second degree following a shoplifting incident on Killingworth Turnpike. In the same incident a 31 year-old woman and a 26 year-old woman, both of Springfield, were charged with larceny. One of the three parties was also issued a citation for possession of less than one-half ounce of marijuana. Police responded to Clinton Crossing outlet for an unfounded report of suspicious activity. Upon investigating the initial unfounded incident, an employee of the Polo Outlet store approached police on the scene and reported that his store had just been victimized by a group of female shoplifters. A description of the offenders was provided and officers quickly located three females in the lower level of Clinton Crossing. The three females were identified and determined to have committed several acts of shoplifting at several different stores at Clinton Crossing in the prior hours. The vehicle that the females were driving was located parked in the outlet center parking lot. Police seized several plastic bags that contained hundreds of items of clothing and footwear from inside the vehicle. The clothing items were stolen from approximately 13 different stores at Clinton Crossing Outlets. The recovered stolen property was valued at nearly $10,000.

• A 27 year-old Cheshire man was issued a misdemeanor summons at 10:07 a.m. for operating a motor vehicle while under license or registration suspension, using a hand-held cell phone while driving, and failure to wear a seat belt in the front seat.
Tuesday, March 7
• A 20 year-old New Haven man and a 19 year New Haven were arrested at 11:25 a.m. on warrants. Each party was charged with multiple counts of larceny in the second degree (theft from a motor vehicle), conspiracy to commit larceny, burglary in the third degree, conspiracy to commit burglary in the third degree, larceny in the fifth degree, larceny in the sixth degree, criminal attempt to commit larceny and burglary, and criminal trover damage in the second degree.
• A 34 year-old man of East Main Street was arrested at 1:59 p.m. and charged with failure to appear in the first degree and two counts of failure to appear in the second degree.
• Harassment was investigated on Clover Road at 9:12 p.m.
Wednesday, March 8
• A 44 year-old Meriden woman was arrested at 11:49 p.m. and charged with larceny in the sixth degree following a shoplifting incident on East Main Street.
• A 20 year-old man of Whitewood Road was arrested at 10:31 p.m. and charged with possession of a controlled substance following a motor vehicle stop on East Main Street.
• Harassment was investigated on Old Post Road at 3:42 p.m.

• A 17 year-old was arrested at 1:19 p.m. and charged with possession of marijuana and operating a motor vehicle with defective wipers or windshield following a motor vehicle stop on West Main Street.
Friday, March 10
• A 70 year-old Madison man was arrested at 12:27 p.m. and charged with creating a public disturbance following a threatening incident on West Main Street.

• A 24 year-old Gales Ferry man was arrested at 1:24 p.m. on a warrant charging him with being a fugitive from justice. He was held on a $500,000 surety bond he could not post and was transported to Hartford Correctional Center.
Wednesday, Feb. 15
• A 22 year-old Meriden man was arrested at 2:13 p.m. on a warrant charging him with forgery in the second degree. He was processed and held on a $3,500 surety bond.
Thursday, Feb. 16
• A 26 year-old Higganum woman was arrested at 12:53 a.m. and charged with driving while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple lane highway.
• A 28 year-old Wethersfield man was arrested at 2:16 a.m. and charged with possession of narcotics and failure to have tail lamps following a motor vehicle stop on Essex Road. He was processed on a $5,000 bond.
• A 23 year-old Wallingford man was arrested at 3:16 a.m. and charged with driving while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple lane highway.
Friday, Feb. 17
• A 48 year-old Hamden man was arrested at 9:18 p.m. and charged with driving while under the influence of alcohol or drugs, evading responsibility in the operation of a motor vehicle, and failure to move over for an emergency vehicle. He was processed on a $10,000 surety bond.
Saturday, Feb. 18
• A 48 year-old Killingworth man was arrested at 1:46 a.m. and charged with driving while under the influence of alcohol or drugs, evading responsibility in the operation of a motor vehicle, failure to maintain the proper lane of a multiple lane highway, and failure to carry a driver’s license.
• A 60 year-old man of Green Acres Drive was arrested at 5:58 p.m. and charged with disorderly conduct and assault in the third degree. He was processed on a $1,000 bond.
• A 53 year-old woman of Horse Hill Road was arrested at 3:30 p.m. on a warrant charging her with larceny in the third degree and credit card fraud. She made a total of $1,500 in unauthorized ATM withdrawals.
• A 42 year-old man of Grove Beach Road was issued a misdemeanor summons at 4:09 p.m. for operating a motor vehicle while under license or registration suspension and failure to maintain the proper lane of multiple lane highway after he drove off the roadway.

• A 22 year-old Middlefield man was arrested at 12:34 a.m. and charged with driving while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple lane highway following a motor vehicle crash.
Monday, Feb. 20
• A 58 year-old Plainfield woman was arrested on a warrant charging her with criminal trespass in the first degree and disorderly conduct.
Tuesday, Feb. 21
• A 60 year-old man of Green Acres Drive was arrested at 10:52 p.m. and charged with violation of conditions of release following the report of an intoxicated male. This was the same man arrested on Feb. 18. He was processed and held on a $25,000 surety bond that he could not post, pending a Feb. 21 court date.

• A 50 year-old Wallingford man was arrested at 1:52 p.m. on a warrant charging him with larceny in the fifth degree following an investigation into a November larceny from an area package store. He was processed on a $10,000 surety bond.

• A 50 year-old Wallingford man was arrested at 1:52 p.m. on a warrant charging him with larceny in the fifth degree.

• A 33 year-old East Hampton man was arrested at 4:40 a.m. and charged with larceny in the second degree.

• A 29 year-old Guilford woman was arrested at 12:17 a.m. and charged with driving while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple lane highway.
• A 40 year-old New Haven man was arrested at 2:54 a.m. on a warrant charging him with failure to appear in the second degree, failure to pay or plead a citation, driving too slowly, and improper parking.

• A 28 year-old East Hartford woman was arrested at 1:06 a.m. and charged with driving while under the influence of alcohol or drugs, reckless driving, and failure to maintain the proper lane of a multiple lane highway.
• A 51 year-old Groton man was arrested at 7:23 p.m. and charged with driving while under the influence of alcohol or drugs and speeding.
Monday, Feb. 27
• A 69 year-old man of Stone Hedge Road was arrested at 12:28 a.m. and charged with operating a motor vehicle while under license or registration suspension, failure to renew registration, improper use of marker plate, operating a motor vehicle without insurance, operating a motor vehicle without a driver’s license, and interfering with an officer (non-assaultive) following a motor vehicle stop on Ken Rose Terrace at Horse Hill Road. He was stopped because the license plate on the gray Toyota Camry he was operating did not match the vehicle.
• A 35 year-old North Haven man was arrested at 2:41 p.m. and charged with criminal violation of a restraining order and three counts violation of a protective order. He was processed and held on a $100,000 surety bond he could not post.

• A 25 year-old Middletown man was arrested at 11:50 a.m. on a warrant charging him with disorderly conduct.
Wednesday, March 1
• A 36 year-old New Haven man was arrested at 1:14 a.m. and charged with driving while under the influence of alcohol or drugs, possession of narcotics, failure to keep a narcotic in its original container, use or possession of drug paraphernalia, and failure to maintain the proper lane of a multiple lane highway following a motor vehicle stop on Route 145.

• An armed robbery was investigated at Xtra Mart located at 130 Boston Post Road at 7:30 a.m. A lone male entered the store and demanded money at gun-point. The suspect was described as a white or Hispanic male, 5’-7” to 5’-8”, and heavy build. He was wearing tan work boots, gray pants, dark colored jacket over a light gray hoodie with multiple layers, and a baseball cap with orange brim and a green-colored camouflage knit hat pulled over the cap and covering the face. The suspect displayed a black and silver handgun. He fled the store on foot and was believed to have driven from the scene northbound on Boston Post Road in a silver four-door vehicle with a loud exhaust. The vehicle had New York license plates.

• A larceny was investigated at J. Crew located at the Tanger Outlet Mall at 314 flat Rock Place at 3:27 p.m. Troopers were given surveillance footage that captured a white male wearing a heavy winter jacket, and two other people (an adult male and adult female of unknown races), stealing $600 worth of short-sleeve, woven shirts from a clothing display stand. Anyone with information about this crime is asked to call Trooper Gregory Hunter at 860-399-2100. All calls will be kept confidential.

• A 34 year-old Hartford man was arrested at 9:33 a.m. and charged with larceny in the forgery in the second degree, criminal liability acts for forgery in the second degree, larceny in the fifth degree, and criminal liability acts of larceny in the fifth degree.
• A 37 year-old Hartford man was arrested at 10:50 a.m. on a warrant charging him with forgery in the first degree, forgery in the second degree, and larceny in the fifth degree.
• A 42 year-old Bridgeport man was issued a misdemeanor summons at 1:29 a.m. for operating a motor vehicle while under license or registration suspension and reckless driving.
• An armed robbery was investigated at Jo Jo’s Food Mart (Valero gas station) located at 1390 Boston Post Road at 11:36 p.m. A lone male standing six feet tall, thin build, and white facial hair displayed a black gun with a silver barrel and demanded money from the clerk. He was wearing dark shoes, black or blue pants, an olive green Carhart-type hooded coat, and a winter hat. He fled the store on foot with the cash.

• A 32 year-old North Branford woman was arrested at 6:46 a.m. on a warrant charging her with larceny in the first degree. She was processed on a $5,000 surety bond.
• A 41 year-old Oakdale man was arrested at 10:52 a.m. on a warrant charging him with two counts of violation of probation. He was processed and released after posting a $50,000 surety bond.
• A 34 year-old Old Lyme man was arrested at 5:44 p.m. on a warrant charging him with two counts of failure to appear in the second degree for crimes committed locally.
Thursday, March 9
• A 63 year-old man of New York, New York was arrested at 2:35 p.m. and charged with driving while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple lane highway following a complaint from other drivers about a vehicle being operated erratically. The accused was stopped and failed a standardized field sobriety test after he appeared intoxicated to the investing trooper.

• A 59 year-old Clinton man was arrested at 11:50 p.m. and charged with driving while under the influence of alcohol or drugs, failure to maintain the proper lane of a multiple lane highway, and operating a motor vehicle without a driver’s license after he was stopped for erratic driving and failed a standardized field sobriety test.
Saturday, March 11
• A 51 year-old man of Warwick, Rhode Island was arrested at 12:18 a.m. on a warrant charging him with failure to appear in the second degree following a motor vehicle stop for a traffic violation. The accused was a passenger in the stopped vehicle and he had an active arrest warrant issued in his name. He was processed on a $10,000 surety bond.
• A 66 year-old Hadlyme man was arrested at 6:59 p.m. and charged with driving while under the influence of alcohol or drugs. He was located in a stopped vehicle on Whippoorwill Road facing northbound and was sleeping or passed out behind the steering wheel. He subsequently failed a standardized field sobriety test.

• A 25 year-old man of Waldron Drive was arrested at 8:46 a.m. on a warrant charging him with failure to appear in the second degree. He was processed and released after posting a $1,500 surety bond.

• A 30 year-old New Haven man was arrested at 3:48 a.m. and charged with driving while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple lane highway.

Tuesday, Feb. 14
• An 18 year-old man of Forest Glen Road was arrested at 4:29 p.m. and charged with threatening in the second degree, disorderly conduct, risk of injury to a minor, and possession of less than one-half ounce of marijuana following a domestic violence incident. He was processed and held on a $10,000 surety bond that he could not post pending court arraignment on the following day.
• A 17 year-old was arrested at 6:29 p.m. and charged with possession of marijuana with intent to sell, risk of injury to a minor, conspiracy, and operating a vehicle without a driver’s license following a motor vehicle stop on Sea Crest Road. The juvenile was processed and released to parental custody.
• A 15 year-old was arrested at 6:29 p.m. and charged with possession of marijuana with intent to sell and conspiracy to sell marijuana. The juvenile was processed and released on a written promise to appear in court.
• A 55 year-old Mystic woman was arrested at 6:52 p.m. and charged with disorderly conduct, interfering with an officer, and larceny in the sixth degree.
• A 58 year-old man of Edwards Road was arrested at 9:05 p.m. and charged with disorderly conduct under the Domestic Violence Act.

• A 31 year-old Milford man was arrested at 11:42 p.m. and charged with driving while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple lane highway.
Thursday, Feb. 16
• A 47 year-old man of Main Street was arrested at 2:27 a.m. and charged with larceny in the sixth degree on the strength of a warrant held by the Old Saybrook Police Department. He was processed and held on a $1,000 surety bond that he could not post pending court arraignment on the same day of arrest.
• A 17 year-old was issued a citation at 8:18 a.m. for possession of tobacco in a public place on Boston Post Road.

• A 61 year-old Westbrook man was arrested at 1:07 p.m. and charged with breach of peace in the second degree and risk of injury to a minor. He was processed and released after posting a $2,500 surety bond.

• A 32 year-old Norwich man was arrested at 3 p.m. and charged with two counts of burglary in the third degree and one counts of larceny in the sixth degree.

• A 28 year-old East Haddam woman was arrested at 12:32 p.m. and charged with possession of narcotics, use or possession of drug paraphernalia, and possession of marijuana.

• A 34 year-old Haddam man was arrested at 3:52 p.m. and charged with two counts of risk of injury to a minor, interfering with an officer, criminal mischief in the third degree, possession of drug paraphernalia, possession of narcotics, breach of peace in the second degree, and two counts of assault on a peace officer. He was processed and held on a $15,000 surety bond he could not post.

• A 29 year-old Portland man was arrested at 2:33 p.m. and charged with illegal possession of narcotics, use or possession of drug paraphernalia, interfering with an officer, criminal mischief in the first degree, criminal mischief in the second degree, and possession of drug paraphernalia.
• A 33 year-old Westbrook man was issued a misdemeanor summons at 5:02 p.m. for evading responsibility in the operation of a motor vehicle (fleeing the scene of an accident) following a motor vehicle stop on Boston Post Road.
• A 54 year-old Essex man was arrested at 7:55 p.m. and charged with larceny in the sixth degree.

• A 54 year-old woman of unknown address was issued two citations for failure to vaccinate a dog against rabies, two counts of owning an unlicensed dog, and two counts of allowing a dog to roam on Great Hammock Road at Buckingham Avenue.

• A 56 year-old Killingworth man was arrested at 7:49 p.m. and charged with criminal mischief in the third degree and evading responsibility in the operation of a motor vehicle (fleeing the scene of an accident).
• A 23 year-old New London man was arrested at 10:03 p.m. and charged with having weapons in a motor vehicle, engaging an officer in pursuit, reckless driving, and operating a motor vehicle while under license suspension.

• A 21 year-old Clinton man was arrested at 11:33 p.m. and charged with possession of a hallucinogen, possession of marijuana, use and possession of drug paraphernalia, and operating a motor vehicle while under license or registration suspension.

• A 34 year-old Westbrook man was arrested at 4:20 a.m. and charged with criminal attempt to commit burglary in the third degree, conspiracy to commit burglary in the third degree, and two counts of violation of probation. He was processed on a $15,000 surety bond.
• A 16 year-old was arrested at 9:26 a.m. and charged with possession of less than one-half ounce of marijuana (under-age). The youth was processed and released to parental custody and was scheduled to appear before the Juvenile Diversion Board.

• A 35 year-old Groton man was arrested at 1:31 a.m. and charged with making a false statement, falsely reporting an incident, and insurance fraud on the strength of a warrant held by the Old Saybrook Police Department. He was processed on a $2,500 surety bond.
• A 16 year-old was issued a citation at 7:18 a.m. for operating a motor vehicle without an instructor and without a learner’s permit following a motor vehicle stop on Boston Post Road.

• A 47 year-old man of Ford Drive was issued a misdemeanor summons at 5:15 p.m. for operating an unregistered motor vehicle and misuse of plate following a motor vehicle stop on Great Hammock road at Old Boston Post Road.

• A 37 year-old Canterbury man was arrested at 1:56 a.m. and charged with larceny in the third degree (theft of a motor vehicle by possession).
• A 51 year-old woman of Trenton, New Jersey was arrested at 8:55 p.m. and charged with driving while under the influence of alcohol or drugs, evading responsibility in the operation of a motor vehicle (fleeing the scene of an accident), operating a motor vehicle without insurance, operating an unregistered motor vehicle, and failure to maintain the proper lane of a multiple lane highway.

• A 27 year-old man of Pond Road was arrested at 9:48 p.m. and charged with larceny in the sixth degree.

• A 20 year-old Guilford woman was arrested at 5:04 p.m. and charged with larceny in the sixth degree.
• A 53 year-old Westbrook man was arrested at 9:25 p.m. and charged with possession of narcotics, possession of drug paraphernalia, illegal possession of prescription drugs, and possession of narcotics with intent to sell. He was processed on released after posting a $10,000 surety bond.
• A 51 year-old woman of Trenton, New Jersey was issued a misdemeanor summons at 5:15 p.m. for operating a motor vehicle without insurance and operating an unregistered motor vehicle following a motor vehicle stop on Lynde Street.
Tuesday, March 14
• A 28 year-old East Haddam woman was arrested at 10:11 p.m. and charged with illegal possession of a prescription drugs.
• A 56 year-old Madison man was issued a citation at 2:40 p.m. for use of streets and highways during extreme weather conditions during a restriction imposed by the governor following a motor vehicle stop on Plum Bank Road.
