Cannabis Micro-Cultivation Facility Gets Second Public Hearing July 15

At a Zoning Commission meeting on June 17, the commission opened a public hearing over a proposal for a special exception for a cannabis micro-cultivation facility located at 9 Custom Drive. The public hearing was continued until the next commission meeting, scheduled for July 15 at 7 p.m. in Town Hall.

Per the application filed by Appleby Holdings, LLC, the proposed business would contain 4,206 square feet of cannabis grow space. Per state records Charles E. Appleby Sr. is listed as the principle of Appleby Holdings, LLC.

The proposed business would not be open to the general public for cannabis sales. Instead, according to the application, “Cannabis plants will be cultivated within the building. Plant propagation will be staggered in order to allow for continuous harvesting, trimming, and processing activities. A new harvest will occur approximately every three weeks, depending on plant genetics and flowering times.” The majority of the materials at the site would be used to make cannabis products.

The application stated that 13 parking spaces and a maximum of 12 employees would be on the property at one time. During the June 17 zoning meeting, the applicants also detailed a sophisticated security and odor mitigation plan for the site.

At the hearing, four members of the public spoke in favor of the application, and none opposed it. However, the commission had questions about the most up-to-date plans for the site, as the ones filed did not show the windows, roofs, and loading areas. Additionally, the commission asked for more details, such as the days and hours of operations and an estimate of how many vehicle trips will be made to and from the site each day.

The commission voted to continue the hearing until the required paperwork could be filed. At the public hearing members of the public can speak in favor, neutrally, or opposed to the application.

This application follows a February 2023 approval of a zoning regulation change application that allowed for cannabis micro-cultivation in the B-4 district by special exception. That application was filed by 5 Custom LLC. 5 Custom LLC is registered to Jacqueline Appleby, according to the state’s business website.
