Clinton Hires Human Services Director, Seeks ZEO


The faces of the staff at Town Hall have changed thanks to the addition, and departure, of some notable staff members.

On May 23, the Board of Selectmen (BOS) announced that it had passed a motion to hire David Melillo to be the town’s new human services director. First Selectman Christine Goupil said that, as of press time, Melillo was not yet officially hired and that she did not know when he was scheduled to start.

Melillo would replace Peter Schultheis, who retired in October 2017. According to a job description available on the Clinton town website, the director is responsible in part for the planning, budgeting, and administration of the department. In the eight months since Schulthesis’s retirement, the duties of the department have been handled by the department staff members and Goupil.

In addition to the hiring of Melillo, the BOS also announced at the May 23 meeting that Zoning Enforcement Officer (ZEO) Eric Knapp had tendered his resignation to accept a ZEO position in Westbrook. Knapp was hired to the position in Clinton in May 2014. The ZEO is a full-time position that encompasses the duties and job titles of zoning enforcement officer, inland wetlands and watercourses enforcement officer, and blight ordinance enforcement officer. The position provides general administration and enforcement on behalf of the Zoning Commission and Inland Wetlands & Watercourses Commission.”

With Knapp’s position vacant, the town must once again look to fill the role. To handle ZEO duties in Knapp’s absence, the Planning & Zoning and Inland Wetlands commissions will appoint two members of a planning agency to be interim zoning enforcement officers and interim wetlands enforcement officers. Goupil said that at present time she is focused on the budget process and hasn’t started the search for Knapp’s replacement yet.

Knapp’s first day in the Westbrook land use office was June 2. Knapp and Melillo could not be reached for comment.
