Larceny Charge for Ex-NB Youth League Treasurer


UPDATE 2/17/16: As stated in the following story originally published Feb. 16, North Branford Police have now issued an anticipated Feb. 17 Press Release (see the end of this story to read the press release in full). 

North Branford Police have charged a former treasurer of North Branford Youth Basketball League, LLC with larceny.

On Feb. 15, Donna Ricci was charged on a warrant with First Degree Larceny. The charge is leveled in cases where theft of property exceeds a value of $20,000. Zip06 contacted North Branford Police to confirm the Feb. 15 warrant charge received by Ricci. Further information is expected from the department by Feb. 17.

According to the CT Secretary of State's office, North Branford Youth Basketball, LLC is a Domestic Limited Liability Company, located in North Branford and formed on Jan. 14, 2008. It is not part of the Town of North Branford's recreation programming.

A copy of the organization's 2008 Income Tax Exemption form is signed by Ricci, listed as Treasurer. The most recent business file obtainable from the Secretary of State's office listing Ricci as Treasurer for the organization was updated May 6, 2013.

North Branford Youth Basketball provides leagues, clinics and programs for town youth ages 18 and under.

In November 2014 the North Branford Police Department began a lengthy investigation related to complaint filed by board members of the North Branford Youth Basketball League, which is a not for profit organization. The complaint was in regards to possible finance improprieties by the treasurer at that time, Donna Ricci, who refused to provide financial records that she alone possessed and controlled.

The North Branford Police Department's Detective Division's investigation included multiple search warrants which secured evidence including thousands of pages of financial documents.

Based on the investigation, which included a forensic audit and the assistance of the Chief State's Attorney's Office, an arrest warrant was applied for and granted charging Donna Ricci with one count of Larceny in the First Degree.

On February 15, 2016, Donna Ricci turned herself in at police headquarters where she was arrested and charged. Donna Ricci was released on a $10,000 surety bond and is scheduled to appear in GA 23 in New Haven on February 25.
