In a recent study conducted by Value Penguin the town of Essex was ranked as the fourth least expensive town in the state of Connecticut, in regard to car insurance costs. It was beat our by Old Saybrook, which ranked thrid, Mystic, which was ranked second and Lyme, which was ranked first.
