Building Strong Partnerships
The Chester Harbor Management Commission would like to extend its gratitude to Joel Severance and thank him for his 32 years of service and leadership of the Harbor Management Commission. Joel has been driving force as a caretaker of Chester’s waterways, including 2.8 miles of shoreline along the Connecticut River, and tributaries Chester Creek and Deep River Creek.
Joel has served on the commission since it was established by town ordinance in 1990. In 2013, Joel worked with the commission members, state agencies, Chester’s current and former first selectman, and the fine residents of Chester to create the Chester Harbor Management Plan. The comprehensive document identifies water use plans, policies for water-access structures, rules regulating mooring and anchoring vessels, and boater-specific rules and regulations, which are published annually in the Connecticut Boater Guide.
Joel knows the key to success is building strong partnerships, which is evidenced by his relationships with private stakeholders, such as the marinas and waterfront property owners. His dedication to Chester and its most precious resource, our waterways, is gratefully appreciated.
