Demolition is Pending at Essex Apartments Site
The proposed 52 unit, multi-family housing development on 21, 27, and 29 Plains Road in Essex has entered the notice period for demolition. Demolition is likely to occur in February or March of 2017, according to Zoning Enforcement Official Joseph Budrow.
The project received its zoning commission approval in November 2016 after a prolonged public hearing where concerns, including concerns about building height and elevators, from the public were raised. The original proposal was approved with conditions on June 20, 2016.
Construction on the 3.7 acre development proposed by Signature Contracting Group LLC is due to begin in the spring. The 52 units will be split across three separate buildings, each of which will have its own separate storm water drainage system, septic system, and reserve area.
Sixteen units would be set aside for moderate-income housing, as defined by Connecticut State Statute 8-30g. This statute requires that at least 30 percent of the units be sold or rented at or below prices deemed affordable for families, whose incomes are less that or equal to 80 percent of the median income, to pay 30 percent or less of their annual income, for a minimum of 40 years.
As Essex’s median household income is $90,242, these 16 units will be only made available to households earning up to $72,194 with a maximum monthly rent of $1,804.
